This book examines the political and economic relations between Turkey and Iran since the Iranian Revolution in 1979. It shows that contrary to the expectation that the revolution would usher in an era of ideological hostility between the two neighbors, relations were primarily framed in an imbalanced manner irrespective of ideology. On the one hand, Iran largely continued the Shah’s foreign policy of benign neglect vis-�-vis Turkey, focusing on overcoming isolation and expanding Iranian influence in the Gulf and the wider Middle East. On the other hand, Turkey was acutely attentive to Iran’s potential – intentionally as well as inadvertently - to generate security threats or economic opportunities. As such, there was an asymmetry of interest between the Turkish and Iranian elites in the affairs of their neighbor. This asymmetry ended in the first decade of the 21st century due to changes in domestic Turkish politics, the US invasion of Iraq, complementary economic developments and Iran’s nuclear dispute. Yet, this underlying dynamic continues to explain why these two regional powers continue to engage in contradictory relations, vacillating between rivalry and partnership.

Elliot Hentov received his Ph.D. in Middle Eastern Politics at Princeton University's Department of Near Eastern Studies. A former UN official working on the Middle East, his publications have appeared in the New York Times, Financial Times, the Washington Times, Foreign Policy, The Washington Quarterly, and MERIA.

Reviewers Must Address Book Prices

The scholarly utility of the book quite aside, why do reviewers consistently ignore the outrageous price tags affixed to such works by academic publishers (Brill, Routledge, et.al. among the worst offenders). Standard two and three hundred page books costing $100-$200 and more guarantees the irrelevance of the author's hard work; simply put, only a rarified few can or would choose to afford buying thebook. Meanwhile, libraries are on chronically tighter budgets and must choose purchases carefully, while the advent of ebooks seems tooffer a popularly affordable alternative, say Dr. Hentov's work here as a Kindle ebook for $12.99, for example. Much fine scholarship seems inaccessible and largely wasted - in terms of finding its audience - because of the apparent greed of exclusionary book pricing by academic publishers.

Excellent Analysis

Elliot Hentov's Asymmetry of Interest: Turkish-Iranian Relations since 1979 charts the evolution of the Turkish - Iranian relations since the Islamic Revolution. Hentov uses Iranian and Turkish primary sources to show that the relationship has been fraught with suspicion and angst, but that the two sides have always sought ways to cooperate when their interests align. Hentov explains that Turkey's rigidly secularist Turkish elite viewed the Islamic Republic as a major security threat and a source of regional stability, whereas the Iranian leadership mostly saw Ankara as a marginal player and a staunch American ally.

This dynamic changed after the election of the ruling Justice and Development Party (AK Party) and its embrace of Ahmet Davutoglu's Strategic Depth foreign policy. The Turkish effort to rebalance its foreign policy, as well as the 2003 refusal to allow U.S. troops to invade Iraq using Turkish territory, led to a reassessment of Turkish foreign policy in Tehran. Turkey's defense of Iran's right to enrich uranium reinforced this perception and led to a period where the two sides' interests aligned. The brief Turkish - Iranian rapprochement was interrupted by the Arab revolts and the two sides' subsequent backing of opposing factions in Syria. Hentov argues that Turkey's proactive efforts to solidify itself as a great power in the Middle East will be resisted in Iran. Thus, the current regional dynamics suggest a period of sustained tension similar to the competition in the 1990s.

Hentov's book is a welcome addition to the current scholarship on Iranian and Turkish foreign policy and the first to chart in depth Turkey and the Islamic Republic's complicated relationship.
